Should I confront my friends about this because I'm super worried

In some parts it seems like your over reacting on this.
Unless you have evidence that the child isnt being fed well enough or haven't been washed for weeks, then it's just best to just help out when needed and keep an eye out until your 100% certain that you need to speak up.

Parenting is hard. Your first child is the hardest and usually by the second child the parents have figured their shit out. However.... some never really figure it out and largely ignore the major flaws in their parenting. They will simply get used to their life as it is and we all know that observing from the outside you often see how things truly are. Those on the inside are often hard-pressed to truly see things as they are.

Long story short? They do sound like bad parents but it sounds like a real challenge to change them. I would do my best to either slowly get custody or call child services on them. If she's legit dirty most of the time, that might be reason enough for them to be considered unfit parents.

Give her good role models. It'll completely change her life, no sluts like the Kardashians, they're cancer. Instead tell her about Mother Teresa etc.

Me and my friends parents are complaining about how they do with the kid. Evidence? Me seeing my niece dirty all the time she is with my friends is enough evidence for me. Every time she's with her grandparents she is well cleaned.
