Should Bijuus be counted in a strongest list?

It's true Bijuus are characters but I want to know if they really should be included.

Normally the lists are of "Top 10 Shinobi" which is why the sage and his sons are not counted along side bijuu.

I dont even know anymore, what happen to the ninjas who actually posses talent from hard work and training. Half these shinobi are either born with some genetic advantage, became a host for bijus, or got in on some of them senju beans. Rock Lee keeps it real. That said Bijus can be ranked by their own standards, not with shinobi.

If it's a free roaming Bijuu, I think they should, If they are part of a Jinchuuriki, I'd say no.
