Sage of the world makes no sense, its a illogical title. Of the world indicates that he owns or is of the world. Such as King of the world. (Every human is also off the world.) Sage means someone who is wise and has a lot of knowledge, something Naruto has not. (Thus he is not even fit to be a Sage in the first place.)
