So in an nutshell Kaguya was the one who saved madara at the vote exactly because she wanted him to awaken the rinnegan. The reason for that is that she herself passd on her spirit in the black rods but these rods can only be used or activated by someone who has the rinnegan or both senju and uchiha dna like Obito. That being said, Kaguya wanted Madara to have access to them in order for her to interfere with his plans and create an entity that would preserve her allowing her to take control of him in the future.


UPDATE:


I think that we will see Kaguya fighting liek this: Spiral Zetsu will be combined with Black Zetsu turning the former into a Black Spiral Zetsu and Juubi's eye will emerge in Spiral's eye socket.

Yeah! For once! I was almost completely correct. I know that other people were probably too but I'm talking exactly for the reasons Black Zetsu wanted to help madara since he is an extension of Kaguya:yayy: The funniest thing though is that this theory is the shortest one I've ever written and it was the only one which came so close to truth XD
