Meh, I don't really see why Hayame would be blackmailed. What would be the point of that? Though with the Shiyomi Seminar having been removed, I can imagine Shiyomi's career at Tootsuki was ending, so Hayama might be trying to help her by utilizing the privileges he gains from being an E10 member. It was once explained that E10 members have almost unlimited powers and resources if it's for the advancement of their cooking and no doubt Hayama could use his power to keep the spices-expert Shiyomi around to support his cooking, which is centered around spices.
