Well it would be rather redundant for the story if Soma goes on a bear spotting trip with no results. That would just be a waste of time, so he's bound to have some kind of revelation.
He joins and then makes the same move as iishiiki and write a rule that if the doctor wants to replace someone from the elite council, someone has to beat him/her in a shokugeki. That's my only theory so far. The author could pull another move if he decides to go for the route where souma obtains the elite seat.
Soma is not really the type to think so strategically. He only knows how to react with his cooking and to be honest Azami should easily be able to remove any kind of rule or guideline that does not work in his favor whenever he wishes. It's kinda weird he could easily remove Isshiki and the two others from the Council without any valid reason, but not remove a rule that had as only purpose to even the playing fields a little. The only reason I can think of that Azami's didn't remove it, is because it was not the effort and it would be a bit too conspicuous if his favoritism becomes too obvious. After all if his system is as good as he claims, it should be able to work without all these underhanded tactics.
