The Shogun is obviously going to be much stronger than those fodders since he is the leader of a nation that even the Marines are afraid of.I'm not sure about the Shogun of Wano yet.. I feel like he shouldn't be that much stronger than characters on the same tier as King Riku, Elizabello, etc.. but idk yet.

The other two are named King and Queen, and the King and Queen cards are more valuable than the Jack card in most card games. Jack's bounty is also too low to be Kaido's FM since there's no way that Kaido's FM would have a bounty lower than BM's FM.

Characters within the One Piece world have said that Zoro is Luffy's First Mate and Zoro actually is in fact the strongest member of the crew (next to the Captain of course).. So when other characters are speaking highly of Jack and say that he's Kaido's right hand man, it may just turn out to be true as well. You never know..
I'm just talking about possibilities right now since nothing has been given to us black and white yet when it comes to these matters.. but either way, I can't wait to find out how strong the other Calamities are.. I'm hyped af for the Wano arc!
People throw around the word "first mate" so casually ever since "Zoro is first mate" gained traction that they don't realize it's more than second strongest member of the crew, it's an official role with actual duties outside of combat. As soon as a pirate captain is introduced and we see someone in their crew who might be second strongest, first thing people will clamor is "First mate!"Just to make a little correction...
Only Shanks has a First Mate, all others have commanders.
And in my opinion, FM is closer to his/her Captain's level than a commander.

The calamities are stronger then the shogun I don't think it's close. Note that Lord Odin's final order Kinnemon and the others was to defeat the shogun and open the gates to wano meaning he believed that they could defeat the shogun. Given that Wano is a kingdom of warriors, and the Shogun is the commander in chief of its military, it's reasonable to assume he'd be the strongest.
