I would give her Torunes like mode , minus the bugs (As a medic she can't afford to die in battle, and she is a lond range fighter, Tsunade help her develope this to minimize close combat.) Even though she is deadly with the chakra scapel.And base her off the wysteria maiden,which I believe she is. Because Kato means wysteria, and its a purple poisonous flour that causes the same effects the someone would get from licking a slug, depression to the neuro pathways. Much like Tsunade's Body Pathway jutsu. A woman who portrays the spirit of the wisteria as a fashionable young girl, extravagantly dressed in a long sleeved kimono
Her poison form was made because she was able to store and seal poisons better than she could her chakra, this explains why she doesn't use the strength jutsu, because she can't.
And also Dan's jutsu, but it would explain that the body degrades because their spirit is poisonous, as if the foe ingested the pod of a wisteria plant. And I would've had her wreck Human Path with this jutsu. Also she can turn her body into a poison gas form, but it isn't instant, it's like konan paper jutsu, the reason being because she doesn't have byakugou. and those infected with her poiosns will become suggestible to her control before they die, like a blood bender. Her element is water release too.
And those poison needles she spit is a space time jutsu she summons from her mouth, or like tobirama's jutsu but more advanced because of the poisons, me and kishi havent decided.
