Shizune wins. Being Tsunade's student and a medical ninja she should have excellent chakra control and be able to break a genjutsu. Once they get in close range Shizune gets her with needles (she was stalemating Kabuto in a weapons confrontation)

An interesting matchup. I guess it depends on if Shizune could break Kurenai's genjutsu. I haven't seen enough feats from either of them to tell for sure, so imo it could go either way.
