Shisui's Koto Amatsukami

What is the Meaning of following?
When Bee and Naruto met Nagato and Itachi (Edo Tensei) Itachi explained his actual plan to be about Shisui's eye. Bee asked him why he didn't use Shisui's eye in the first place. Itachi answered that he couldn't use it back then because Shisui's mangekyo requires another decade to activate again.

Can i act on the assumption that he used Koto Amatsukami?
If yes who has been controlled by him? Is it possible that it was a Member of Akatsuki? I can't remember it was written in the manga.

I think your asking why did Shisui use KA one more time before handing it over to Itachi, and the answer is that we have no idea who he used it on before he died. We may find out in the future

okay, theres no way shisui's eye took a decade to activate when he was alive and using it, that would make his mangekyo completely worthless. He must of put a time lock on it or something before he died.

Dude....his eyes were OP as fk.... he could practically make himself hokage, my using it on the hokage, he could do what he wished... once every 10 years.. Kishi put a 10 year limit on it becasue of its opness.... Can you imagine using that at any time...?

I'm just glad Shisui's ability was destroyed because it's pretty ridiculously overpowered. Even with it being once every 10 years...imagine turning your greatest enemy into an ally once every 10 years...that's sick

As suprising as this may sound, the only shinobi in the whole of Naruto to use Kotoamatsukami incredibly was Danzo Shimura. Because he had Hashirama Senju's cells implanted in him via Orochimaru's experiments. And it's been told that only users who had Hashirama Senju's cells were the ones to reduce the recharge time of Kotoamatsukami. This made Danzo almost invincible.

Makes sense. Could it be possible he used it on someone from Akatsuki or the Hidden Leaf?

Yah Danzo was pretty OP with that tech combined with the First's DNA. That's why he made Danzo use it at the Kage summit so that he couldn't use it in his battle with Sasuke
