Maybe Shisui was the only one that could use it often, because they were his eyes. Otherwise if you didnt have both his eyes (speculation on my part, but kinda makes sense since its stated that you need both MS eyes for that particular set of eyes full power to be activated, aka Obito and Kakashi) or Hashirama's DNA you wouldn't be able to use it but once a decade (which there is actual proof).
