i think they are brothers..idk which one is the older one seeing as kakashi and itachi are around the same age, i think shisui was slightly older then itachi tho..so shisui prob eldest

even if he got EMS i dont think he would have the chakra to use it..what kakashi needs before more eye power is a bijuu sealed in him :scorps:
