team 7 easily. he cant control them all, and actually all of team 7 might have some resistance to his genjutsu
i dont even think its meant for battle
all he do is suggest things to people by going into their mind, and all of team 7 have overcame people trying to take over their mind.
sasuke can probably reflect it
naruto has kurama
and sakura has shown that her will can overcome mental intrusion, besides shewill sense a disruption in her chakra, and then there is katsuyu being connected to her mind.
also he isnt that powerful compared to team 7
KA is his only trump card, and what can he suggest? they kill each other, im pretty sure all of them would resist it. all andall the genjutsu has no feats to be used in battle.

It's is not suggesting anything Kotoamatsukami completely controls the the target no exceptions no resistance, it was dubbed the most powerful genjutsu for a reason....and it cannot be countered or broken as the manga has stated...
Also Shi Sui is faster than all of team 7 and his basic genjutsu would wreck Sakura, if Sakura will can overpower genjutsu then why hasn't such a feat ever happen she's only ever resisted ino's weak version of the body possessing jutsu, if sakura's weak will can break genjutsu so effortlessly then why was she caught by sasuke's rinne genjutsu or needed to be protected by sasuke's rinne Susano from Infinite Tsukoyami??? Lol get off sakura's ****...no one in team 7 can break KA or avoid it part 1 or early shippuden team 7...and all he needs to do is control naruto and have naruto kill sakura and Kakashi and he and naruto together wrecks sasuke just that simple
