Shisui was said to be the most gifted teleporter in the leaf. He also had all of the other powers of the sharingan. People debate whether Itachi could beat minato, well shisui is pretty much Itachi but with teleportation. My money is on Shisui.

Pairing shisui against someone is redundant because he's featless. And you can't use KA as an argument because we've never seen it used in battle, let alone against any ninja within the top 10.
