Well, Kotoamatsukami literally solos pretty much everyone in Narutoverse since you can't escape it unless a partner disturbs your chakra. So everyone except Perfect Jins like Naruto and Killer Bee. Make it a 2v1 so someone can disturb Raikage's chakra and break him out.
