Sharingan is necessary to activate this jutsu, and for this reason there are not
many who have learned this jutsu.
It clearly states that not many could use Amaterasu since there were no many Mangekyou Sharingan user, but that also mean that apart from Itachi, there were still Amaterasu users. And databook1 was created about the time Itachi was in Konoha in part1, that means it was when we knew only Itachi as a MS user. And we know now that Madara, Shisui, Izuna and even Tobi had Mangekyou before Itachi. So if databook clearly implies that there were Amaterasu users before Itachi, then it's probably one of them. We already know that Madara has Susanoo, so if he has it, it's heavily possible that he has Amaterasu also. Izuna is Madaras brother, and it was stated that they had almost the same power, so i suspect that he did had Susanoo also(just like Itachi and Sasuke), so also Amaterasu
About the rest, who knows? If we read it clearly it even says that Amaterasu is a jutsu that you can learn when you have the Mangekyou, so possibly Kakashi or Tobi could learn and use it. What do you think?
