Could shisui only use KA every ten years? If so how could he become famous for its use when he had such a short life?

shisui was in his early 20s if not late 20's, and he could only use it once a year not 10 years

Me and my friend got in an argument over this. It's either a huge plot hole, or just not stated that the cool down doesn't apply to him. On the wiki it says "every time the technique is used" so that implys that it's for shisui as well

its the same with kakashi kamui, first he could use it once and then was tired, then he uses it about 2 times and still is on his feet.

first shisui could use it once a decade, then he trained it and he could use it once a year and later once a day
