Yes definately. Shisui was better than him at the time.

Eventhough I'm an itachi fan, I think shisui is superior
- shisui has a stronger genjutsu than itachi
- shisui is faster
- shurikenjutsu won't matter between uchiha's with MS (though itachi takes this by feats and hype)
- kenjutsu and taijutsu usually goes to the faster character (in this case shisui)
- v4 susano vs v4, iitachi takes this with superior tools (OP shisui won't have PS with MS, only characters that can unlock PS with MS are characters with crazy strong chakra, in otherwords rikudou enhanced characters)
- ninjutsu (well, it does'nt really matter, itachi's ninjutsu are'nt anything shisui can't handle I'm pretty sure) but itachi takes this via portrayal (not like it matters though)

But despite all this, itachi is itachi, I still think itachi is smarter (and as kabuto said, itachi posseses true eye prowess, that he can read his opponents and stuff)
