Neither. Sakura and Naruto would have a completely untender, argumentative relationship with him being permanently put down, nagged and controlled by her.
In my opinion Hinata's feelings for Naruto are bound in admiration and gratitude and she would put him on a pedestal even if she was supportive and caring she would constantly see him through rose coloured glasses, only rarely removing them for the odd glimpse.
That is only my opinion of course.
Honestly there are no romances that work in Naruto that would ever be canon. Of course Kishi will stick Naruto with Hinata and Sakura with Sasuke despite the fact that the latter in particular go together like oil and water. When you think about all of Sakura's feelings for Sasuke are based on a 12 year girls crush, she doesn't even know him, yet professes to love him. Like Hinata with Naruto, I think they both love the image of what they see, there version of both boys not the reality. But those are just my crazy musings.
The hilarious thing is, this is actually the only coupling in Naruto that actually works and has real emotion behind it but Shuisha would never allow it which is a shame because from a writing perspective and from the story perspective it would have been brave, unique and powerful but instead we get generic romances with generic characters that don't go together and don't matter.
I think one of the reasons that Naruto and Sasuke's story was so abruptly cooled was because they were getting shipped too much for Shuisha's liking. It has happened in other Shuisha manga of course, (fangirls will be fangirls), but not to the volume of Naruto.
It is like Bleach Ichigo and Rukia would have provided a powerful and emotional love story amongst the action if worked on but instead it was left out and Ichigo will likely be stuck with Orihime who he doesn't go with because she is the generic big boobed bimbo.
