In last chapter, it proved.
Everyone noticed how Hiruzen countered the Shinsuusenju's five elemental attack and hence hailed as the "God of Shinobi" again (I'm not a Hiruzen hater)
But did anyone noticed? (since we were under assumption that it's a sage mode jutsu)
Who summoned the Shinsuusenjuu?
Madara? Nope. He was busy with the Bijuus this whole time.
Edo Hashirama? Nope. He was held down by the black rods.
These are the only two people who can summon shinsuusenjuu because they possess the sage mode.
But it was Spiral Zetsu who summoned the Shinsuusenjuu. Now, saying "summoned" it completely wrong. I'd say "created" or it's a jutsu which takes the form of a buddha with multiple hands.
It was first summoned by Hashirama after activation of his Sage mode. Here :
The reason I found/understood is that he needed more number of hands/arms as well as strong hands/arms to counter the Susano'o covered full sized Kurama along with the Susano'o sword which got strength to cut mountains with one swing of its power.
A normal Level Shinsuusenjuu couldn't stand against such an opponent.
Like we saw Naruto increasing the size of rasengans using his Sage mode, Hashirama used his Sage mode to increase the size of his shinsuusenjuu as well as the number of hands to tame his opponent and its attacks.
This is the size of the Shisnuusenjuu summoned by Hashirama compared to a full-sized Kurama.
Lets compare the size of full sized Kurama with the shinobis.
Lets compare the size of Shinsuusenjuu used by Spiral Zetsu against Shinobi Alliance.
Plus there are less number of hands on its back.
These scans proves that Shisuusenjuu used by Spiral Zetsu is approximately equal to the size of a full-sized Kurama (both in standing position on two legs)
Back to Hiruzen, he proved himself as the God of Shinobi by taking all five elemental attacks at once that too of an original Shinsuusenjuu (not the sage mode enhanced one)
Conclusion : In chapter 662, Kishimoto showed us that Shinsuusenjuu is not a Sage mode jutsu but instead is a Mokuton ninjutsu which can also be enhanced by sage chakra as well as sage mode.
