why did shins boss guy say "hes the one person you cant beat right now" when refering to naruto, but didnt say that when he faced sasuke?

We're not sure if he actually faced against Sasuke. In Chapter 700, Sasuke was seen traveling and heard a rustle from a bush which was later revealed in the Gaiden that it was Shin (Or Shin's father, I don't know I can't remember who)
