Mei is not that low; actually she would be considered powerful if power scales were not go crazy.
I thought Kakashi was getting hyped for everybody; guess i was wrong.

na-ah she makes it up for all the hate she recieves.
But her fighting abilities is not in chuunin rank(they were; then they got somehow worse); only medical abilities are above it.
