I'm pretty sure that Hashirama was giving out Tailed Beasts to other villages PRIOR to the First World War, so as to prevent the war itself. He was trying to make peace with everyone, him giving them Tailed Beasts was his way of doing that. But it was said that this action, in the end, did not stop the War from beginning. He wasn't trying to keep them all for Konoha or whatever like you said, and he didn't start handing them out after the war started either. It was before.

Do you think that old hag 3rd Tsuchikage would accept the 1 tailed beast while Konoha is holding the Kyuubi?
