Toneri and Momo happens after this. Here he isn't hokage yet, let alone him and Hinata having kids. In the fight against Toneri and Momo he was Kage already.

Naruto was still only 19 and lacked the understanding of how politics worked so they voted for Kakashi which makes sense since he's the teacher of two demi gods and the student of a Hokage. Naruto was obviously going to be voted for but only after he learns how to be Kage from Kakashi first

No he wasn't the Hokage during Toneris attack. See Kakashi in the Hokage garments during the Last Movie. He became the Hokage several years after the Toneri event because Bolt and Hima were 7 and 5 during the inauguration (aka when he became Hokage) so he immediately knocked Hinata up after the Last. He was 27 when he became Hokage. Another 5 years and fast forward to Momo event when Boruto is 12 so Naruto is 32 (or 33 depending on time of year) which backs up the shonen report that Boruto movies takes place 15 years after the war. 17+ 15 years = 32 year old Naruto.

Naruto is unfit to be hokage espeically with his childish behavior just cause he saved the world doesn't mean he gets recognition from everyone, that's why Kakashi is in better position.
