Shinobi being able to use doton??

So let me get this straight, all Shinobi are able to use any element but at a poor, very basic level?

And does anyone have an idea of when all these fillers end?

Supposedly. But the guys running the show in the Shinobi Alliance are all at least Chuunin Rank. I thought it restricted too, but I suppose any guy with enough chakra can perform low level anything if they know the seals.
