Shinobi Alliance Tobis Plan -> WHY?

Tobi sent Sasuke to the Kage Meeting and during Sasukes fail-rampage Tobi sent Kisame to fight Bee, lose and infiltrate and spy on the just founded Shinobi alliance. On top of this Tobi had to rescue Sasuke from the old Kage and instead of just disappearing he told them his whole evil plan and he told them he would be Madara Uchiha, one of the most powerful men in the manga.

So my conclusion is: Tobi made the villaged ally by plan. He forced them subliminal and they just dont get it. There was just no way that the shinobi villages wouldnt unite to this threat.

But why did Tobi do this? Wouldnt it be easier to fight a whole bunch of small villages that even fight each other?
What do you guys thinks? What are Tobis intensions in this matter?

maybe the moon eye plan wont work cause he it to weak so he made this up to make them join forces make peace between them and he plans on dieing and then all villages will be at peace and world peace will happen. lmao dont think that would be funny though
