There are a lot of discussions about how characters get power. But what about what they do with power? How do you define someone: by how much power they have or there accomplishments and what they do with their power?
If we judge Shinobi by what they do with there power and there accomplishments does the list of top 10 change?
Here are some examples
Jiraya: One of the Sannin and participated in two world wars. He was a teacher and spent his life searching for a revolutionary to bring peace. He also trained Minato the Fourth Hokage who would later save the villiage as well as Naruto who would also save the village because of his teachings. He was powerful but in the end what was more important?
Tsunade: She was one of the Sannin and fought in two wars. But she also revolutionized the Medical Nin system, because of her many lives were saved. She also trained other Medical Ninja resulting in many lives being saved.
Sakura: A medical nin who has saved lives before.
Itachi: A wielder of the MS. Stopped Edo Tensei and prevented Uchiha Uprising. Also tought Naruto a valuable lesson.
Naruto: Wields power of Sage Mode and 9 tails. Convinced Nagato to have a change of heart just by talking to him and letting go of his desire for revenge resulting in the resurrection of the entire villiage.
Madara: Wields near god like power. Has accomplished nothing good so far as the manga has shown. Failed at becoming Hokage. Failed attempt at destroying the Hidden Leaf Villiage.
Hashirama: A legendary Ninja (said to be the only one who could stop Madara). Protected the villiage and started the villiage system. Also handed out tailed beasts resulting in them being used as weapons of war.
Minato: The Fourth Hokage used FTG to kill many people. Saved villiage from 9 tails and implanted it in his son to insure the future of the villiage.
Sasuke: Possess the EMS and considered a genius. Seeks revenge betraying his friends in the process. Is now a wanted criminal.
Hinata: Was disowned by the Hyuga Clan because of supposed lack of talent in battle. Sacrificed herself to protect Naruto resulting in Naruto defeating Pain and saving the villiage. She didn't do that with her power but with her actions.
These are only a few example, but in conclusion it seems that possesing god like power is not neccesarily needed for greatness. It was Tsunade's skill in Medical Ninjutsu that saved lives. It was Hinata's decision that saved Naruto allowing the villiage to be saved. It was Jiraya's teachings that resulted in Minato and Naruto saving the villiage. It was Naruto's decision to let go of his hate and believe in peace that resulted in the village being ressurected not his power.
Madara lived a life of seeking power and as a result lost everything including his brother and eventually his clan turned on him.
