Both can 1 hit kill each other.

But unlike Shino, Tsunade actually has some skill in close range combat, and some decent taijutsu.

She's also quite a bit faster than him and can therefore most likely hit him, before he hits her (Tsunade faster than someone?? Never thought i'd live to see the day!).

So yea Tsuande takes it low diff.

Shino's overrated. And that's that.
