Well if Shino gets, close to Neji, he would be overwhelmed with incredibly fast taijutsu strikes. He isn't that great with taijutsu and would easily be overwhelmed.
Neji has the byakugan. He will always be able to see the bugs wherever they are, so diversion and sneak tactics won't work on him. The only way he wouldn't see them is if they were in his blind spot, which would be very difficult to exploit.
If he uses one body blow after they are on him, he would have less chakra, but only two of his techniques are actually chakra consuming, rotation and one body blow.
He is known to be very swift and could catch up to shino very quickly despite the bugs following him.
Anyways, I understand your points and I do agree with them to an extent.
Shino himself starts off by keeping distance and releasing his insects. He'll make sure not to make this fight close-range. Neji's Taijutsu strikes are incredibly fast, but the speed in which Shino frees his swarm is almost instant. Neji himself is just as easily overwhelmed if he does somehow manage to get close.
While sneak tactics won't work and Neji is faster he can still be caught by Shino's insects. It depends how long he can keep avoiding them and how long Shino can keep him on his toes. A plausibility due to the insect's basic fight pattern is a surround and capture method; they literally bug their opponents. As for the blind spot, there's a chance the insects will stumble upon it (since there's so many) and Shino will be able to exploit it. This being due to Shino's observation skills to analyse an opponent to best find a more effective method of dealing with them.
I said before that if captured and Neji does escape using Blow Body he'll have less chakra. It sounded as if I believe the Kikaichu whittle their target's chakra bit by bit. To correct myself, once captured the Kikaichu feed instantly on their opponent's chakra and the amount they can feast on at one time barely seems to last a minute. A combination of fast chakra drainage and being immobile would make it very difficult if not impossible for Neji to escape if he did get caught.
The bugs won't be just following him. They'll be surrounding him. That's how they work; by boxing their opponent and making sure escape is impossible. Because of how fast Neji is Shino will do all he can to keep Neji away from him.

You said that Rotation (along with Blow Body) are his only two chakra-consuming techniques and that Rotation is effective at repelling Shino's bugs. Since it's so chakra draining he may not be able to constantly use it. I almost recall him being extremely tired afterwards. :shrug:
