Shino could beat Neji if he makes it a long range battle considering Shino's a long range fighter and Neji is a short range fighter. But if Neji got close to Shino, Shino wouldn't have a prayer

shino stands absolutely no chance.
neji can see all his bugs with byakugan. and he can destroy them with eight trigrams palm, and gentle fist art one shot jutsu. with air wall palm, he attacks the real shino, pushing his chakra outwards in a long range powerful assault

shino's insects eats chakra ....neji's weapon is chakra
shinos insects have chakra. nejis weapon is destroying peoples chakra with gentle fist techniques. and since neji can push things off of him with gentle fist art one shot, the bugs cant get to suck anything.

Anybody can see the bugs it's about how many there are and how they can swarm you. And there's way more than 128 of them so leave that out. And with all the chakra and techniques he's using to kill the bugs plus the chakra that they are eating he'll be drained pretty quickly. And Shino will just hide the entire time.

Shino takes this High diff

Shino easy

The power of his insects are highly underrated in my opinion. Being able to attack while running away and keeping a distance is pretty useful. Neji will not be able to fend off all of them. As small as they are, chances are more than a few would be able to get through his blind spot and incapacitate him.

Shino wins med diff.

Shino's insects have tanking feats. so it's very logical to say they can tank any of neji's air palms.

rotation would be useless to neji. shino would stop the insects from touching it. as soon as neji stops spinning, he gets swarmed.

shino laces the entire ground with bugs, what will neji do?

shino sends a sky swarm and a ground swarm, as well as an underground force. what will neji do?

IF neji decides to get close, he's open to be swarmed also.

just because neji can see the bugs, doesn't mean he necessarily can counter them...

Shino takes this every time. just because neji is jonin doesn't mean he's the strongest out of the konoha younginz. bad match-up for neji

fact is: Shino solos the each of the Konoha 11 (excluding naruto) he's the next strongest behind naruto

Neji's air palms are a lot more powerful than you think. It's capable of instantly blowing a grown man clean off his feet. Bugs are much smaller and are only strong in large groups, so unless they are in a large group in front of Neji, then they probably won't tank it at all.

Neji can control the power and size of the rotation at will. It's not a definitive size as Hiashi made a humongous one in the invasion of konoha. It's just less chakra consuming to make a smaller one.

If the ground is crawling with them, then he could air palm them out of the way. They aren't that hard to repel.

If Shino tries to attack from all angles, then Neji can defend from all angles with the rotation.

If Neji gets close, he would incapacitate Shino before he could do anything. He has incredible handspeeds and accuracy which would allow him to render Shino's body usless.

If any bugs gets on him, then he could use the one body blow technique to repel them off of him.

There is a reason that he is a jounin. He is an extremely capable hand-to-hand fighter, intelligent, and has several powerful techniques in his arsenal.

Neji/Lee are strongest after Naruto with their incredible taijutsu and formidable techniques.

Shino is just after them with his intelligence, sensory techniques, and bug manipulation.

Shino actually stands a fairly good chance.

He's just as good short-range as he is long-range. It's a bad idea to get close to an Aburame. Least you get swarmed and can't escape. Assuming Neji tries to make it close-range, he gets close and he's at a risk from being an easy target.

Insect Sphere is an effective move for Shino to use against most opponents. The insects refuse to allow their target to escape, covering a wide range of the battlefield and halting the tiniest movement when their target is caught. Insect Sphere is difficult to avoid.

Eight Trigrams Vacuum Palm has a specific target rather than a general area. That means it focuses on one point only and as explained before Insect Globe focuses on the whole area. Neji is going to be able to blow away one area of insects but not the rest surrounding him.

Revolving Heaven won't work if Neji is physically restrained and thus unable to spin. If he notices the insects and rotates them away, it'll be effective. But Shino doesn't fight by making his insects obvious. He distracts his opponents away from the bugs in order to have them overwhelm the opponent, so if Shino somehow manages to get his bugs (the Kikaichū happen to be very good in ambush) to swarm Neji and restrains him, they'll halt the tiniest movement and making it impossible/difficult for Neji to spin them away.

On the other hand Blow Body might be effective in allowing Neji to escape. But there are two things to consider: once captured the insects immediately start feasting on the opponent's chakra. While Neji would be able to use Blow Body to escape, he'd have less chakra. The second thing is that the insects don't allow the opponent to escape. If the Kikaichū capture Neji again and drain more of his chakra, repeating the capture by insects and escape by chakra blast, Shino could gradually tire Neji out.

Just to confirm, I'm only stating Shino has a good chance of winning (and that it's not so one-sided on Neji's part) and explaining my reasons why I think so.

Well if Shino gets, close to Neji, he would be overwhelmed with incredibly fast taijutsu strikes. He isn't that great with taijutsu and would easily be overwhelmed.

Neji has the byakugan. He will always be able to see the bugs wherever they are, so diversion and sneak tactics won't work on him. The only way he wouldn't see them is if they were in his blind spot, which would be very difficult to exploit.

If he uses one body blow after they are on him, he would have less chakra, but only two of his techniques are actually chakra consuming, rotation and one body blow.

He is known to be very swift and could catch up to shino very quickly despite the bugs following him.

Anyways, I understand your points and I do agree with them to an extent.

Depends

Shino's long range insects work to his advantage as we saw with Nejis battle against kidomaru his only real long range defense is Rotation. Should shino land 1 insect on Neji he could always find him. should it be in Nejis blindspot (which i have to assume Shino knows about from teamign with Hinata) then Shino could troll Neji until that 1 or 2 insects finish off Neji.
Should Neji however zero in on Shino then gentlefist and byakugan would get shino no problem.
so
Long range: Shino
Short Range: Neji
