Shino. One bug on Naruto's shoulder would render all clones practically useless; he'd be able to tell real from fake. Seeing as he also had become good at taijutsu somewhat, he'd have no problem taking Naruto head on. Additionally, being able to absorb chakra does kinda overpower Naruto. We all know Naruto is nothing without it--example, Kisame vs Naruto.

If Neji had been serious from the get-go and Naruto didn't have Plot no Jutsu, Neji would have been more than a match for him, Kyuubi chakra or not. Thus, Shino wins this one I think.....We also have to take into consideration Neji wooped his ass straight up fighting the way Narutard does. Shino definitely wouldn't do so.
