Konan has a waay bigger chance of winning. first off her paper is more agile than the bug and can cut/ pierce the skin. Also there is no way to know if she is using paper bombs or not until she reveals the seals upon the bottom of them. Shino wouldn't have the skills or knowledge to defend againg any of her wide array of attacks. Plus her unpredictable nature of fighting would negate any strategic atvantage shino has. witch he doesnt because Konan is a very intelligent shinobi.
