You never know with SP rewriting everything. Naruto might disqualify Boruto for now, then wait until after the exams to publically humiliate the cheater by stripping him of his headband. True justice is needed.

Also Shinki isn't like Gaara nor is he interested in someone who cheats or cons his way through the exam. Shinki is a calm individual and wants a strong opponent who has a strong will to win. Boruto is just trying to impress his dad he has no desire outside of that.

At the moment this is the case. Mitsuki is strongest followed by sarada and boruto is weakest. But i guess things will change after the invasion.
