The villains that were described as 'scarier than Kaguya', the ambiguous force that Kaguya was forming an army against- cannot be Shin and his sons. Why? Because he is not trying to kill them, but sending them a warning.
A.)The reason they got defeated so badly by an enemy who doesn't even seem that powerful resonates with the title of this weeks chapter 'Evolutionless' but more importantly the dialogue he was saying this chapter.

Not only are they 'rusty' but it's more than that. He's claiming that to remain powerful, to remain happy- there must also be conflict. Without conflict, they become weak and susceptible to any grander threat (the bigger than KAGUYA threat) and we get more expectant of peace and happiness.
Boruto and Chocho are both a complete example of this! People consider them just bratty characters, but they're the product of an era in peace! To remain grateful of peace and stay strong enough to protect the ones we love we must have war. Not only that but the current Kage formation doesn't look that strong either. That is the warning that Shin is trying to enforce on humanity, to save them from the looming threat.
People comparing feats today are overlooking Shin's words. These aren't generic villain mocking taunts, he is literally telling them that their current way of life will doom them. He's the villain of this mini-series but the prelude to the film antagonist. He's not the threat, he's just the wake-up call to the ninja world.
B.) Shin is simply not that powerful a threat. Whilst we haven't seen much of his abilities, he uses MS Sharingan tricks and SHURIKEN. He may be strong enough to give rusty Team 7 a surprise but let's face it. NOTHING in comparison to Madara and Kaguya. It is almost impossible that this hyped giant threat likely to be the villain in Boruto the Movie will be someone that Sakura already put in a hospital bed. No chance.
C.) The way he specifically did not inflict any major injury and now seems to be rational and vulnerable to Sakura. He's on an operating table, with a lady capable of killing him. Next chapter will NOT be a violent one I can promise you that, with this set-up- they are going to talk.
D.) He is man-made and not an alien. This chapter showed Shin's medical ninjutsu or at least knowledge. He is unlikely of alien descent as his sown eye and head sharingans are clearly artificial and body modifications than actual alien-ness. Danzo, Kabuto, Orochimaru, Madara, Pain....this is nothing new.

So, where/who is the threat? It's unclear. It could be Ootsutsuki related or something even bigger. I personally have no answer but heed my words, Shin is. not. it. I do have an idea though.
