Orochimaru is up to something for sure. He's always been obsessed with Sharingan, and Danzo was his experiment. Danzo had the same eyes grafted into his body as father shin, clearly they are both Orochimaru's work. The face of Father Shin has an uncanny resemblance to Shisui, and he apparently is upset about Itachi's "murder", who else but Shisui has this connection to Itachi emotionally? Orochimaru had taken Shisui's body and experimented on it.
Orochimaru twisted Shisui and turned him into what he is now, he's now insane and no longer his noble former self. Orochimaru used him as a basis to create further clones of pseudo Uchiha. He used the eyes from Obito's eye cache. Since Orochimaru had a history with Akatsuki and developed a grudge against them similarly to how he did with Konoha which he was forced to defect from as well, he had decided to use their namesake for his current project in a similar way as he had created his own village because he couldn't belong to Konoha.
He also cloned the Juubi, but only had enough chakra to create a mini one. He knows about Kaguya's true intentions but that I cannot predict, however it means awakening a power greater than anything we've seen so far, perhaps the perfect most "evolved" shinobi that Orochimaru aspired to be via any means possible. The peace disgusts him and he wants to make the windmill turn once again, Sasuke having let him down.
