I made this comment earlier but I think it deserves some credit.
I think Shin was grown in Teuchi's backyard as a fresher ingredient for his ramen. He was then accidentally blessed by NaruJesus's presence, who may I remind you is a regular customer. After over-hearing a convo Teuchi had with Naruto over his new, fresh ingredients, he grew legs w/ narus creation of all things and took off. I think the hooded man was a temp who was Hired over at the shop but shortly quit after getting some of that onion juice squirt on his eye from shins heels as he sprinted away. That explains why his eye is so irritated.
Technically this is all Naruto's fault for accidentally spamming his greatness.
