Everyone who knows this jutsu is 'alive' right now. They are all on the scene: Minato, Hiruzen, Orochimaru. And, plus, Sasuke. Since he saw Orochimaru performing it, he probably figured out how the seal works.
Minato once said that Jinchuurikis can't perform it. It could be just to tell Kushina she wasn't able to do it, but I think there's more. I think it still needs to be explained.
Why can't you use it if you are a Jinchuuriki, after all? Will your Bijuu interact to the Shinigami giving life to it? Is the Shinigami somehow connected to Kaguya/her sons, and letting it touch a jinchuuriki would be like letting Kaguya/her sons touch the Gedou Mazou and Bijuus? What's the reason behind it?
I know this can be completly ignored by Kishimoto and we may never have an answer, but I wish we could understand this jutsu a little more, since it's so powerful.
