Shikamaru Nara.. The smartest of the Konoha 11, but the weakest fighter in terms of strength and arguably the slowest in terms of speed.

I say Tsunade kicks him one time in the head and the fight is over. Tsunade won't give him time to use his Shadow Possession, especially because she knows exactly how it works. She's too fast for him and he definitely cannot hold his own against her in a Taijutsu fight.

Shikamaru gets trolled by the Hokage and Legendary Sannin. He is nowhere near that level.

Maybe Tsunade is weakest Hokage. But in the end She is Hokage and she deserves it in some reasons(Extreme Raw Power,Extreme Regen power,Summon,Best Medical Shinobi, Huge chakra reserve) maybe Shikamaru is smartest one but he would realized too ; he can not defeat Tsunade.
