Shikamaru vs Naruto

so i was watching the naruto chunin exams cus i was sick of fillers, and there was so much talk of how shikamaru would be a great leader and how he is such a genius, IQ over 200 etc. so would it not be logical to make him the hokage over naruto or even kakashi. not to mention his role as a strategist throughout the war. thoughts ???
also sorry if the title is misleading

He lacks power. Imagine if a opponent like pein came again and challenged shikamaru for the village sort of how madara did. Shikamaru gets shitted on, if it was naruto atleast he would have a chance.

in terms of leadership oranization and innovation shikamaru > naruto
