Minato since he figured out tobi's weakness....lol it doesn't matter if he was 16 years old since him figuring out his weakness has NOTHING to do with his age.....Minato is smarter

Gaara has become tactical genius over the time skip u can tell tht was gonna happen (meaning u can tell he was gonna be a brain type fighter when he turned good) against kimmimaru cuz how he was able to find the hardest minerals in ground crush them and create his own sand turning terrain to his advantage
I mean gaara doesn't really get power ups but its amazing what he can do with only one ability witch is sand...
Omg no they didn't they said itachi had mindset of hokage at young age -_- tht means he puts his village above everything else... Clealy seeing as he killed his whole clan on villages orders Not tht he's as smart as a Kage I hate when itachi fans get all swollen over this comment... We all know kishimoto is either gay for itachi or wants to be something like him..

Shikamaru is definitely smarter overall. Give him a few minutes he will figure out anything.
Minato has better instincts and more experience breaking down and analyzing jutsu.

If you look at the context in which kabuto hypes itachi's battle stategy skills it is clear that his battle intellect is based on his wisdom, and therefore a result of his wisdom.
Jiraiya already answered this, there hasn't been a genius like Minato since Minato and Jiraiya knows Itachi, Shikaku, im not sure if he knew about Shikamaru but his dad is smarter than him so it doesn't really matter. If Jiraiya was wrong then Tsunade would had said there's Shikaku and Shikamaru like when Jiraiya told her only she can be Hokage and she said there's Kakashi and Naruto when his time comes. Jiraiya then sai fair enough to Kakashi but said Naruto is not there yet. Why would Tsunade not have done this with Minato being genius that no one have been able to match or surpass? Tsunade does know about Minato, Shikaku and Shikamaru so that proves who more of a genius.

Also Shikamaru strategies are more about how he can use other people's strength to help him win while Minato is able to see jutsus strengths and weakness to make a strategy on how to beat his opponent. He also was said (by Jiraiya) to not make a wasted move which means all of his moves have a reason. He was able to rebuild the ttb into his own A rank jutsu just by seeing the tbb (most likely fighting Bee and A). Minato Shown he knows about jutsus he haven't even seen (Tobirama's sensing using his finger on the ground and his S/T jutsus even tho he wasn't alive when Tobirama was). He also shown wisdom by being able to think about the big picture while under pressure (Minato choose to die so he can seal half of Kurama's power in Naruto so : 1. the balance of power among villages remains. 2. didn't want Kurama to revive later on without a host so it doesn''t cause more damage. 3. He believed Tobi would be the bringer of great disaster and only someone with special powers could defeat him once and for all).

Shikamaru is the smartest He thinks 200 moves ahead. Minato is a close second but no one compares to shikamaru.

shikamaru is smart but he isnt smarter than minato, as minato seems to always be one step in front of his enemy's on 1st glance of them, where as shikamaru needs prep time to even compete on minatos level
age has no standing in naruto, shikamaru is 16 so whats your point and minato is not that big headed that he thinks he can just blitz people he fights people as if they are a danger and in that one fight against tobi pretty much puts him above most when it comes to intelligence minato never does anything with out reason and he wasnt forced to give his life he gave his life for the future of shinobi so you could say he planned 16 years in advance.

Your first point is invalid because of:
1.the time he said this
2.the fact that jiraiya wasn't present during itachi's childhood and never even interacted with shikamaru. Also tsunade was no present for itachi's childhood.
Your second point I somewhat agree with.
