I Believe Shikamaru didn't become a Jounin because he thinks it's so troublesome and because he's lazy.Not forgeting Shikiamaru is badass

He Possible beat most of konoha 11 because he's a brilliant strategist. Sakura once stated that Shikamaru is the smartest person in the Land of Fire. Not forgeting Neji who is already Jounin Because Niji it's likely because he's a genuis and that he decided to take the Jounin exam and his Byakugan helped him too.Thing troubles me is Didn't Kakashi state that you need to master two elements in order to be promoted to Jounin

but yes shikamaru is one of the best in konoha 11 apart from lee and neji
