I'd say intelligence wise only his dad comes close. Now he isn't the strongest and capable of being beaten because he doesn't have any counter to the ridiculous jutsu the top tiers have, but he still becomes a problem. He caught Obito when he tried to get Ginkaku and Kinkaku. Obito even said it was unfortunate Shikamaru was his opponent. You also see in this scene he would have been crushed by the Gedo were it not for Choji.
Conclusion: Deffinately either the smartest or second smartest, but not the strongest

Shikamaru and his dad are the smartest. But they need a teammate to put that intelligence to good use.
Itachi/Minato/Kakashi are very close though and they also have the fighting skills to back it up.

Only person with the IQ of 200+. But there are many kinds of smartnesses. Orochimaru.. Kabuto .. Itachi.. Minato.. Hashirama.. Tobirama.. Hiruzen.. Tsunade.. 3rd Kazekage.. Jiraya..Obito.. Madara..Danzo.. All were geniuses.

People just look at how everyone else can come up with intricate strategies on the fly and then say Shika never does that.
Thing is, Shikamaru has no special abilities to work with, unlike the other so-called "more intelligent" characters.

He might be one of the top 10 smartest. But once the sun sets (unless he has a big flash light) he better run or he is good as dead no matter how smart he is. Now it is cat and mouse time and he has 8-10 to try to stay alive until the sun comes out.

minato is smarter than shiakmaru as stated by jiraiya that he never seen such a genius SINCE!
backup by feats minato created his own jutsu. shikamaru did not. minato can plan strategy in a split seconds. shikamaru needs time and a PAWN to counter strategy

Not to be mean or anything but... Jiraya hasn't been in town since then. Plus, Jiraya tutored Minato it's logical that he knows about him.
Jiraya hasn't seen Shikamaru in action so that's logical he would state such things only about Minato.
See the difference... While Jiraya said Minato is a genius, Minato said about Kakashi that he is a ninja prodigy being able to create chidori at such a young age. And the third lived to see all 3 of them and stated that his intelligence (Shikamaru's) is the highest in Konoha at that moment. But when it comes to tactical plans.
Each of them are in their own league.
I won't give you the fact that Minato wasn't bam, but while he thought at a single possibility, Shika did like multiple ones in a battle and was able to calculate which one suited the situation. And that in a short time as well.
