I was gonna say no because he lacks physical contact but with his IQ... always thinking 200 steps ahead he would probably devise a plan so well that he know where each person on the battle field, including villains, would be positioned. Allowing him to precisely dish out orders so that the village would be protected with the least possible damage. (if this were the case for example).

Bold: You're going to far, I think you're overrating him.
Besides, what people are saying is that a villain like Orochimaru directly attacks the Hokage (in this case, Shikamaru) he wouldn't be able to deal with him.

imho he'd be better off as an advisor, you know how he like lounging around, and imho the hokage should be able to handle his or her bodyguards atleast one on one, imagine if torune and fuu were stronger than Danzo. I know power isn't everything for a Kage, but it's still a requirement, and tbh Shikamaru is quite lacking, he's a strategist, nothing more nothing less.
