I believe you are incorrect.
1. Samehada can absorb chakra, not jutsu. We're not talking about the preta path.
2. Amaterasu are flames that can't be extinguished, so water's not going to have an effect...

Yea this kind of says it all actually, Kisame definitely cannot absorb Amaterasu

Well if it was a non chakara based jutsu it wouldn't be able to be manipulated by Sasuke hence Blaze Release. Because if it didn't have any chakara properties Sasuke wouldn't be able to manipulate it therefore implying it is not a non chakara based jutsu. If it didn't have any chakara properties I believe Sasuke would not be able to manipulate it.

Yes chakra is needed to manipulate it, release it, use it and all of the above. But if nothing is done to the blaze itself theres no chakra to it. Lets go out of naruverse. In DBZ(GT) ki is their chakra. For a saiyan to maintain their super saiyan mode they must have an extream amount of ki in order to keep their form. Now heading back to naruverse. If ameratsu was using constant chakra from its user that would put a big strain on the user. Even though they have not shown it being used for a large amount of time in the series. Just like MS puts a strain to the eye sight after such amount of usage.
