Sharingan is an eye that naturally occurs in most members of the Uchiha Clan. The Sharingan is thought to be descended from the Byakugan, but grants the user different abilities and a different insight. The Sharingan does not automatically appear from birth in a user; instead, it will usually appear when the user is in a life-threatening situation, where the power of the Sharingan could save them. After this first appearance, the user can then call up the Sharingan any time they wish. The power of the Sharingan is judged through the number of tomoe in the eye, with a maximum of three in each. The characters who currently possess the Sharingan include Sasuke Uchiha, Itachi Uchiha, Kakashi Hatake and Tobi.
The Sharingan's first and most well known ability is to memorize any technique that it witnesses. It can memorize any standard form of jutsu with perfect accuracy, allowing the user to use the techniques as his own. In order to reproduce copied jutsu, however, one must have the necessary skill or ability to perform them. A prime example is Rock Lee's Strong Fist Taijutsu. While Sasuke was able to copy some of Lee's moves, they put a much more significant strain on him since he hasn't had the same training as Lee had.
The Sharingan second ability is granting the user incredible clarity of perception, allowing them to track fast-moving objects with ease and even predict the subsequent movements of those objects. The ability to track and predict movement is largely based on individual skill, as unskilled users have much more trouble tracking fast-moving objects. A fully-evolved Sharingan eye can track even the quickest opponents, even if the user can't move at the same speed. This perception is also great enough to see through Genjutsu and to observe the movement and flow of chakra, but not to the same extent or clarity as the Byakugan. Additionally, the Sharingan grants the user exceptional analytical powers, allowing them to instinctively pick up on various visual clues with little difficulty. For example, Sasuke was able to reproduce answers on another person's test by watching their pencil movements during the Chunin Exam.
The Sharingan's third capability is a unique brand of hypnosis that involves suggesting actions and thoughts to the opponent. When used in conjunction with the aforementioned aspects of the Sharingan, this allows the user to perfectly mimic every move their opponent makes, even before they do, making it appear as if the user can see the future. It also allows for other forms of hypnotism, such as putting an opponent to sleep, relaying memories to someone else, or creating various illusions to fool an opponent.
It is possible to transplant Sharingan eyes from one person to another, as occurred with Kakashi and his deceased comrade Obito Uchiha. However, transplanted eyes do not work as well in a non-Uchiha body; Kakashi's eye is always active, causing him great strain when he uses it and forcing him to recuperate for extended periods of time after a battle. Uchiha Clan members are not burdened with this weakness; while activation of the Sharingan does consume chakra, the drain is so small as to be almost insignificant. Itachi in particular seems to have no trouble keeping his Sharingan activated near-constantly.

Sharingan with 1 Tomoe
This is type of Sharingan has 1 tomoe. It allows the user to perceive movements.
Sharingan with 2 Tomoe
This is type of Sharingan has 2 tomoe. It allows the user to perceive motions as well as be able to copy the motions perceived. An example: Sasuke was fighting Rock Lee. Since Sasuke was new at this type at the time he wasn't that good at it, but he perceived Rock Lee's Taijutsu during his battle and copied it. Than later on during the Chuunin exam he showed everyone that he could also use the Taijutsu because his Sharingan had perceived and copied it.
Sharingan with 3 Tomoe
This type of Sharingan has 3 tomoe. It allows the user to perceive motions, copy the motions perceived, and predict motions. An example of this is during the fight between Sasuke and Naruto in "the Valley of the End". Sasuke could perceive Naruto's motions, copy them, and than predict what Naruto was going to do next. Essentially, to Sasuke through use of his Sharingan, it looked like Naruto was going in slow motion that's why he could predict Naruto's next movement.
Mangekyou Sharingan (In here i will explain that each MS has its own ability)
The Mangekyou Sharingan(translate Kaleidoscope Copy Wheel Eye) is the advanced form of the Sharingan, being on a level beyond the three tomoe Sharingan. Madara Uchiha was the first person to develop the Mangekyou Sharingan with his younger brother Izuna Uchiha following him. The Mangekyou grants its users great power giving them techniques that exceed the power of most jutsu. In the entire history of the Uchiha Clan very few people have actually gained the Mangekyou Sharingan because of the price it takes to awaken it. According to Itachi Uchiha one must kill their cloesest person/best friend to gain the Mangekyou Sharingan, which he does by killing Shisui Uchiha his best friend. Madara kills his best friend to gain his Mangekyou Sharingan starting the ritual, his brother Izuna most likely followed suit and killed his best friend to gain his Mangekyou. However Kakashi gained the Mangekyou without this requirement which may mean there is another way to achieve the Mangekyou Sharingan. Later Sasuke's Mangekyou Sharingan is awakened when his brother Itachi dies before his hand meeting the requirment of being Sasuke's closest person, though technically he did not kill Itachi. Apart from granting its user powerful eye techniques, the Mangekyou Sharingan also enables its use to gain control over the Kyuubi no Yoko. Madara, for instance, could control the Kyuubi and use him in battle.
The Mangekyou Sharingan has two major draw backs; the first one is that each Mangekyou technique takes a great amount of chakra which limits how much the Mangekyou can be used, the second draw back is that it also gradually degrades the users eyesight. This degradation is accelerated with repeated use of the Mangekyou Sharingan, until ultimately the user becomes completely blind. The only way of stopping the blindness is for the user to steal and implant his brother's eyes into his own eyes. When this is done, the user gains an "Eternal" Mangekyou Sharingan that grants the user even greater power while allowing him to restore his eyesight. Madara is the only person in history to obtain a Eternal Mangekyou Sharingan.
In the present timeline there are only three people alive who can use the Mangekyou Sharingan, Sasuke Uchiha, Kakashi Hatake, and Madara Uchiha himself, Itachi was the fourth before his death. According to Itachi, if his younger brother Sasuke obtained the Mangekyou, the number of people who could handle the Mangekyou Sharingan (including himself and Sasuke) would be three. Later it is revealed that the third person he was refering to was Madara.

Itachi's Mangekyou Sharingan
After learning about the Mangekyou Sharingan from Madara, Itachi awakened his Mangekyou Sharingan by killing his best friend, Shisui Uchiha. Itachi's version of the Mangekyou Sharingan has a three-armed spiral pattern and allows him use three special techniques: Tsukuyomi, Amaterasu and Susano'o. Tsukuyomi is a powerful genjutsu that places the target in an illusionary world where Itachi has full control over space and time. Tsukuyomi is generated by Itachi's left eye, it traps a victim in a powerful illusion where they are put into any form of torture for any amount of time choosen by the user. According to Itachi only an Uchiha with a Sharingan can overcome the Tsukuyomi. Amaterasu is generated by Itachi's right eye, it creates a mysterious and very powerful black fire, which can burn through almost anything including normal flame. Susano'o is generated by both of Itachi's eyes, it creates a large spiritual body that can shield the user and attack for them. The figure wields a sword that seals its victims away in a eternal genjutsu and a shield that can deflect any physical attack.
Itachi's Mangekyou Sharingan consumed a lot of chakra to use, which forced him to seek rest if he used it many times on the same day. It also accelerated the degradation of his eyes with each use. Since Itachi had been using his Mangekyou Sharingan for many years, he was almost blind during his final confrontation with Sasuke.
Kakashi's Mangekyou Sharingan
Kakashi's Mangekyou Sharingan has a slightly different pattern from Itachi's. The appearance of the pupil and tomoe differ and Kakashi's tomoe seem more like a pinwheel than a kaleidoscope. Kakashi's Mangekyou generates the Kamui, which creates interdimensional space-time warp that will consume the target transporting them into another dimension. Kakashi uses it to warp Deidara's right arm into a different dimension. He subsequently uses it again in Chapter 278 to counter Deidara's ultimate move, which would otherwise level the entire forest they were fighting in. However, the attack requires considerable effort to aim precisely and appears to leave Kakashi's chakra significantly drained.
But Still it is unknown how Kakashi awakened his Mangekyou Sharingan, since Itachi stated that one had to kill their best friend to acquire the Mangekyou Sharingan. Kakashi has said that everyone close to him has already died. Since Kakashi has no Uchiha blood, his Mangekyou Sharingan costs him considerably more chakra to use than a Uchiha : he collapsed after using the technique three times and had to spend a week in the hospital. It also appears that like Itachi, his Mangekyou Sharingan has partially deteriorated his left eye's eyesight. ( Remember there's a episode in the anime when itachi asked kakashi "how many of your eyesight have been lost" )

As a result he gained a new Eternal Mangekyou Sharingan. The appearance of this new Sharingan is a combination of that of his own eye and that of his brother's.
This Eternal Mangekyou Sharingan allowed Madara to restored his eyesight but allowed him permanently retain his eye sight, no matter how many times he used it. According to Itachi the Eternal Mangekyou allowed Madara to surpass his previous limits and create a unknown technique. With his Eternal Mangekyou Madara was able to tame the Nine-Tailed Demon Fox like a pet, a feat that no other technique or person has been shown to do. Whether the eye allows him to control only the Kyuubi or all other tailed beast is unknown. Madara's Eternal Mangekyou Sharingan is also possibly the reason for his immortality(though this is not confirmed). All of its other powers are currently unknown, although it can be presumed that he also gained all of his brother's eye techniques. Madara's mask only shows his right eye. It is unknown if he is blind in the other eye. Madara has stated that he wants to use the power of the Tailed Beast to restore his Sharingan to it's full power. This may mean his Eternal Mangekyou Sharingan is impaired in some way.

He reveals that Itachi put a trigger in Sasuke Sharingan to activate Amaterasu if it ever caught sight Madara's Sharingan. When Sasuke learned the truth about Itachi, his grief at Itachi's death(which he had a role in causing) enabled him to awaken his own Mangekyou Sharingan. Sasuke's own Mangekyou Sharingan has a pattern that is completely different from the others, resembling a six-pointed Star of David or the structure of an Atom. This probably represents the fact that having previously recieved all three of Itachi's eye techniques, Sasuke's eye now possesses six special techniques.

It should be noted that Sasuke uses the opposite eyes for using Tsukuyomi and Amaterasu as compared to Itachi, Amaterasu is generated by Sasuke's left eye, while Tsukuyomi is generated by his right eye. It is unknown if Sasuke has his own Mangekyou techniques. During the hunt for the Eight Tails, Sasuke used an unnamed technique that can exploit fearful hearts in order to extract information from a Cloud shinobi about the Eight Tails jinchuuriki's whereabouts(though this could have been Tsukuyomi). After the battle with the Eight Tails, Sasuke used both eyes of his Mangekyou Sharingan to somehow put out the black flames of Amaterasu that had burned both Killer Bee and Karin, thus saving their lives(Itachi also had the power to put out Amaterasu as well).
Sasuke's Mangekyou Sharingan is degrading his eyesight. While resting after his battle with the Eight Tails, Sasuke discovered that his vision had become slightly blurry, indicating that he is gradually going blind.
