You need to be the Juubi Jinchuuriki with dual rinnegan to actually get the eye. Madara had the Rinnegan before he gave it away to Nagato. Why didn't he get the Rinnesharingan then? Cause he wasn't a Jinchuuriki of the Juubi to begin cause it's the Juubi/Kaguya's doujutsu.
