. And the Manga stated that only those with the Power of the Rinne can awaken the Rinne Sharingan.

The Rinnegan is absolute to Hagoromo. Only his Chakra can awake it.

Hagoromo's bloodline can obtain the Rinne-Sharingan while Hamura's can't, period.
