I have theory that it is possible that all sharingan techs are obtainable.
Please bear with me, I know it's long and yes it is debatable.
Let's start with Tsukuyomi
Itachi has it, and it can be assumed that both Madara and Obito have it also because not only do they know all Uchiha kinjutsu
, have eye genjutsu, but their plan is called "Infinite Tsukuyomi". Since the plan is called "Infinite Tsukuoyomi", it can mean that others have had it even before Itachi since they know what tsukuyomi is. It can also mean that rather than it being called "Infinite Genjutsu", the name "Infinite Tsukuyomi" is not only more specific, but it implies that they do indeed have it an are going to use it to control everyone.
Now we have not seen Sasuke use Tsukuyomi yet, but there could be a couple reasons.
1. Tsukuyomi takes up a huge amount of chakra, while regular genjutsu takes up less and seems to get the job done(like he did during the Raikage battle by using it on C. Also when we see him not using it to free himself from kabuto's genjutsu, why waste chakra?) So it doesn't seem like something he really needed to use.
2. Tsukuyomi takes up a lot of chakra and as far as we know is not meant for killing, and all of Sasuke's attacks are meant to kill.
3. He has it but isn't as powerful yet, and hasn't announced it when used it. He used genjutsu on C, Bee, and Danzo....yet we don't know the name of that genjutsu.
4. He doesn't have it yet.
Susanoo
We see so far 3 users have susanoo. Madara, Itachi, and Sasuke. Itachi said that one needs both eyes to awaken Susanoo and that he obtained both Amaterasu and Tsukuyomi before hand. Obito so far as we know does not possess it due to only having one of his sharingan, and Madara stated that one needs both eyes to achieve the full power of the Uchiha. Could he mean that it was Susanoo? Most likely. Both Sasuke and Itachi mentioned needing both eyes to obtain it.
It can be assumed that others have had it also since if by knowing one must have both sharingans to use it, it means that it was written in the tablet or that others have tried and failed to obtain it with one eye while others with both eyes(including Madara) have obtained it as well.
It is also very possible that Sishui has susanoo since Danzo knew that susanoo's weakness was its back. Either Itachi or Sishui showed it to him. Still possible.
Also Tsunade and Kakashi seemed to have knowledge of Susanoo when Sasuke and Madara used it. Zetsu didn't know about it however, which means that hardly anyone except for Danzo and Sasuke saw Itachi's Susanoo.

Amaterasu
We've seen both Itachi and Sasuke use Amaterasu. However, it could be that it is because they are brothers. But, let's analyze for a second. Itachi said that he acquired all three techs on that "fateful day". We know that Madara has both Tsukuyomi(for reasons I've already stated) and Susanoo. Sasuke has both Amaterasu and Susanoo.
We see that Sasuke got Susanoo a little later, and not on the same day as getting Amaterasu. So assuming that one gets those 3 techs if they have both eyes but not necessarily at once, it could mean that Sasuke either already has Tsukuyomi or will awaken it later. It also means that there is a high chance that Madara has it as well since he has had his eyes awakened for over a century now.
onto the more unique techs and mostly speculation.
Kamui
So far as we know that Kamui is unique only to Obito's "eyes"....yes kakashi has it through due to Obito's eye. This could be unique due to the fact that when he awakened the MS, he had only one eye instead of two and was the alternative to Susanoo. As I've stated before, it is possible that Obito also has Tsukuyomi, since it seemed he was trying to do "Infinite Tsukuyomi" on his own.
Now since I also said that because Madara already had knowledge of people not being able to obtain Susanoo with only one eye, it can be assumed that Kamui was achieved by Uchiha's with one eye MS as an alternative to Susanoo or that it was written on the tablet, meaning that there was already prior knowledge to that technique. Remember that Obito only has MS and not EMS.
Kotoamatsukami
This is the only true unique tech that we have knowledge of so far. If Madara had the tech, he could have used it to defeat Hashirama or become hokage. And if anyone else in the clan had it, they could have used to become the leader.
However, it is an MS technique. So far we know that when acquiring the MS, there can be a time gap between obtaining each tech. Sishui had the KA and we could assume that he didn't use it to become a leader or anything like that either, which can mean that Uchiha have knowledge of that tech and were wary of Sishui's actions due to others before him trying to use it as personal gain.
Also, would one reveal such a tech to another? This is an invisible tech, meaning that one does not see it and the effects are subtle. Even with a byakugan, it would not be clear on what the tech was. When we see Ao using the byakugan, he said he knew what the tech was from a past experience and just saw Sishui's chakra which he concluded it to being KA.
Many people ask if the tech was so powerful, why couldn't Sishui use it on Danzo or the clan's leader(s) to quell the rebellion. Well it just means that there were most likely others with it, meaning there was prior knowledge. If shishui used it for the first time, people with prior knowledge of it would notice its subtle effects like Ao, most likely Danzo, and most likely the Uchiha, while people without any knowledge would never know about it as we've seen during the meeting in summit.
But there is still a possibility of Sishui revealing it, but again, why would he if it is invisible?
As a last note
Itachi mentioned that when Madara gained the EMS, he gained a completely new eye tech. Many said that it was the rinnegan, but that is false because Madara gained the rinnegan when he was old and also through the use of implanting Senju DNA. There is a possibility of it being the perfect susanoo, but it doesn't seem likely since the PS is not a "completely new" eye tech, only an improvement to the regular susanoo.
So it is safely assumed that with EMS, you gain a new tech(s) that is neither susanoo nor rinnegan.
So I've analyzed all the techs, and the conclusion is that each tech seems to have either more than one or possible previous wielders. Meaning that no techs are unique, and that all are acquirable through time most likely.
