The Eternal Mangekyou Sharingan is only required for Perfect Susano'o because you'd probably go blind before mastering the technique.

An eye that let's you see an attack before it even happens doesn't need any extreme or extraordinary skill from the user. The more advanced and well used the Sharingan, the better timing and insight the user has. Sharingan users barely have to do much work, the only work is adapting to using the Sharingan.

It's not easy to fight while seeing things in slow motion and extremely high detail.

Chakra based attacks can be perceived due to the Sharingans ability to see chakra, any technique requires the building up of chakra, therefore they can see it coming especially with the need of using handsigns.

Body and mind training are necessary, but a Chuunin Uchiha with a fully matured Sharingan would be able to take on a normal Konoha Jonin regardless of any initial skill gap.

the only reason kakashi used perfect susanoo without ems was because he was blessed with rikudos chakra. He himself said that with rikudos chakra, ones powers become augmented

For a sharingan user, not having vision on your opponent renders your sharingan that much more ineffective due to lack of Genjutsu and precognition. But there's ways to compensate for that. Someone wish a sage mode can fight without looking (Madara) and be on par with someone who has EMS or higher.
They can't be perceived, only anticipated if they're kneading chakra. Chakra contrsucts such as Chakra arms for example can't be predicted.

The potential to awaken isn't EMS. Where did you read that?

Lack of skill or perhaps his body had undergone tremendous stress from battling the Kages, Danzo, and Kakashi. I'd imagine his body wouldn't be able to muster up enough energy to use Susano'o in his condition. Itachi happened to even in worse condition presumably because he was more skilled and trained his body to acclimate to the Mangekyo's stress. Madara had already awakened the EMS and had Hashirama's DNA so Susano'os deleterious effects wasn't an issue for him.
