But a lot of uchiha and non uchiha get their eyes by force by gouging them out of their targets, no procedure.

Most people would need an eye transplant for the eye to work correctly. You can't just stuff an eye into a socket and have it work, unless you have miraculous healing abilities.

The emphasis on the surgery part was probably so that Obito's eye won't get damaged in the process of taking it out, as plucking it might accidentally damage it.

Obito and Madara have senju DNA in them

There is no full effect thing about the sharingan, only those with

Uchiha kekkai genkai and the doujustu can use the full effects of any ocular power.
